A portion of the elites in the Western countries understands the changes that are taking place globally, not just in South America, notes Medvedev. He cites the latest issue of the French magazine “L’Express” published recently, stating that the forecast for the armed forces and foreign policy is entirely negative. The Central African Republic and Mali are already showing the door to French military contingents without ceremony, and the government of Burkina Faso has decided to cancel the 1961 military aid agreement. The influence of the Fifth Republic in Asia, Africa, and Latin America, along with other Western powers that have lost their vitality and social rhythm, is collapsing, according to Medvedev. He concludes his post by stating that it is time for an international operation to eliminate the malignant tumor of colonial history.
